Captain Noel M De Vera replaced Colonel Alvin A Parreño as the Assistant Chief of Naval Staff for Reservist and Retirees Affairs, N9 during the Change of Office Ceremony presided by the Chief of Naval Staff Commodore Jesus C Millan at the Headquarters Philippine Navy (HPN) on February 1, 2013.

As part of the commands’ appreciation for the meritorious and valuable service of Colonel Parreño, he was awarded with a Military Merit Medal. Imbued with professional competence, managerial expertise and dedication to duty, Col Parreño effectively and efficiently carried out his assigned duties and responsibilities which immensely contributed to the successful accomplishment of the Philippine Navy mission. As staff for RRA, he spearheaded the enhancement of the system and procedures in the administration and utilization of naval reservists by formulating the following doctrine/manuals/policies: Philippine Navy Mobilization Plan (PN MOB PLAN) that provides the rationale, framework and strategic guidance for contingency operational planning in harnessing the nation’s naval potential in meeting the threats and imminent dangers to national security; PN Reserve Force Management Doctrine that provides the necessary guidelines to all Reserve Unit Administrators in the organization, training, efficient administration and optimal utilization of Reserve Force; PN Reserve Force Strategic Plan and Capability Development Program that map-out the strategy for setting and planning the direction as well as capability development necessary for the optimal utilization of the PN Reserve Force in support to Regular Force; and pertinent SOPs on NROTC Administration, Utilization of NROTC Trust Fund and Application for Commission in the PN Reserve Force. On Reserve Force Development (RFD), Col Parreño was instrumental in the successful accomplishments of the various programs and initiatives regarding the training, organization and utilization of Reserve Force. He facilitated the affiliation of Manila Yacht Club, Davao Oriental Ringnetters Association, YL Fishing Corporation and Frontliners Brotherhood Incorporated including the signing of the MOA between PN and Harbor Center Port Terminal Incorporated, Shelterbox Philippines and the Maritime Academy of Asia and the Pacific (MAAP); the approval of Capability Building Concept and Memorandum of Cooperation for Disaster Risk Reduction of PN and activation of 8th and 9th Marine Brigades and two (2) other Naval Group Reserve. He supervised the conduct of pre-reservists and unit trainings to 1022 reservists and the participation of 300 reservists in PN Exercises and Inter-operability training. He also assisted the AFP for the optimal participation of reservists in the conduct of Disaster Response Operations to various provinces nationwide affected by natural calamities which resulted to saving of lives and properties of our countrymen. On Reserve Manpower Development (RMD), he contributed to procurement, education and career management of reservists. On Reserve Affairs Administration (RAA), Colonel Parreño was instrumental in the Enhancement of PN Reservists Accounting System which created the automated, web-based database management system purposely designed for a synchronized, simultaneous and up to date mustering system for direct control and supervision of reservists. He has served as Assistant Chief of Naval Staff for Reservist and Retiree Affairs, N9 from 01 June 2011 to 01 February 2013.

His replacement, Captain De Vera, a former Deputy Commander of the Naval Reserve Command assured Colonel Parreño that he will do his utmost best to sustain the efforts and preserve the legacy of excellence which Colonel Parreño along with the members of team N9 have worked so hard to build. “I vow to continue pursuing all the projects and reform initiatives which you have started”, Captain De Vera said.
