Commodore Leopoldo M Alano (left), the former Commander of Naval Base Cavite (NBC) for almost two (2) years, replaced Commodore Roberto V Santos as Commander of Naval Forces Central (NAVFORCEN) during the Change of Command Ceremony last October 15, 2012 at NAVFORCEN Gymnasium, Naval Station Rafael Ramos, Mactan Naval Operating Base, Canjulao Lapu-lapu City, Cebu. Rear Admiral Edgar L Abogado, Navy Vice Commander stood as the Presiding Officer and Keynote Speaker of the event.

Commo Alano is a member of PMA ďSandiganĒ Class of 1982. He has served key positions in Philippine Navy both afloat and ashore. He was a former Commander of Bonifacio Naval Station (BNS) and a former Chief of Staff of Naval Education and Training Command (NETC). He is also a recipient of Bronze Cross Medal as Commanding Officer of PS 19 for acts of heroism involving risk of life in the conduct of search and rescue operations on burning MV Maria Carmela on April 2002.
