Puerto Princesa City-- After serving as the commander of the Naval Forces West (NFW) for more than two years, Commodore Joseph Rostum O. Peña officially relinquished his post to Acting Commander Naval Forces West, Commodore Manuel Natalio A. Abinuman AFP in a change of command ceremony held on November 06, 2013 at the Naval Station Carlito Cunanan in Bgy Macarascas, Puerto Princesa City.

Rear Admiral Jaime S Bernardino, the Acting Flag Officer in Command (AFOIC) of the Philippine Navy (PN), led the turn-over of the service from Commodore Peña, who will be retiring, to Commodore Abinuman in the said event that was attended by personnel from the NFW’s organic and operational units as well as from the Headquarters Philippine Navy (HPN) Staff.

A member of the Philippine Military Academy (PMA) Class 82, Commodore Abinuman has served as the Commander of the Naval Forces Southern Luzon (NFSL) prior to his assignment as the new commanding chief of NFW, making him the 33rd officer to hold the position.

He also acted as the commander of the naval task force sea hawk during his stint in the Naval Forces Eastern Mindanao in 2011 and as the commander of the Patrol Force of the Philippine Fleet in the same year.

He holds a master in Business Management and took up his Command and General Staff Course in Naval War College in Rhode Island, USA.

As the new NFW Chief, Commodore Abinuman is charged with the responsibility to oversee the conduct of naval operations to protect and defend the country’s maritime areas within the command’s area of responsibility, which include the West Philippine Sea.

Being one of the operational commands of the Philippine Navy, the NFW has the capabilities for conducting territorial defense operations, internal security operations and such other activities to support naval administrations, logistics, service support and community development.
