Navy Launches Urban Garden in Manila

The Philippine Navy launched Wednesday morning, 08 July 2009 one of its environment-friendly projects dubbed as “Urban Vegetable Gardening” at the Bonifacio Naval Station, Taguig City. The project is pioneered by the Navy’s engineering arm, the Naval Construction Brigade (NCBde) or Seabees. It aims to showcase an eco-friendly garden right in the heart of Metro Manila that can also as a good source of healthy diet and additional income.
In line with the government’s war against hunger, the Seabees collaborated with the Bureau of Plant Industry (BPI) of the Department of Agriculture in transforming the 600-square meter former trash site at the Seabees Headquarters into an organic vegetable garden. The Navy’s Urban Garden was realized thru the initiative of the Seabees aided by the technical expertise and seedlings from BPI. Organic fertilizers like compost and farming methods were used to grow vegetables like alugbati, uplandkangkong, bush sitaw, saluyot, pechay, raddish, eggplant, and ginger.
 
Navy Chief Vice Admiral Ferdinand S. Golez expressed optimism over the project. In his speech during the launching ceremony, the Vice Admiral cited the health benefits of organic-grown vegetables saying "Vegetable is an important ingredient of our diet and input for good health.” He challenged Navy personnel to replicate the project in all units of the Command and to sustain the project and make vegetable gardening “ a part of our daily life in the Navy.”
Ms. Josephine Garcia, the BPI representative echoed the views of Vice Admiral Golez. “The garden is not only a good source of organic vegetables that promotes one’s health, but is also a good source of additional income” she declared.
The project which targets optimum yield over minimum inputs will showcase technologies in growing vegetables, herbs and spices. It will serve as a model for other communities in the urban area to grow vegetables in their backyards or even in containers. This in a way will produce quality vegetables for home consumption, generate income, and help minimize waste in the area through composting.
Through the years, the Philippine Navy has expanded its role to include the protection of our environment. After launching its own Ecological Waste Segregation Program at Fort San Felipe,Cavite City early this year, the Navy now embarks into another eco-friendly project, the Urban Garden. This project further attests to the Navy’s commitment in preserving our natural resources.

2 Parad wives, 4 other ASG Suspects Arrested in a Marine Checkpoint

The war against terrorism took a sharp turn 3 hours after the bloody Jolo explosion Tuesday that claimed 2 lives and wounded around 31 others.
Marines apprehended in a checkpoint six persons - two of them wives of ASG sub-leader Albader Parad; two are wives of ASG kidnap group members, and the last two drivers are related to these arrested persons. The group was apprehended on board a convoy of two motorcycles in Brgy. Tagbak, Municipality of Indanan in Sulu Tuesday, 07 July at around 11AM -or roughly 3hours after the bombing incident in downtown Jolo.
Based from a field report submitted by MGen Juancho M Sabban, the Commander of Joint Task Force Comet to VADM Ferdinand Golez the Navy Flag Officer in-Command, the suspected Abu Sayyaf Group bandit members were identified as (1)Rowena "Honey" Aksan and (2)Nursima "Simang" Annudden -Parad's 1st and 3rd wives, respectively; (3)Rabia Polalon Asiri and (4)Marwina Salasain - wife of Alvin Bagadi and of Alhabsy Misaya (both men are Urban Terrorism & demolition experts), respectively; (5)Madrimar Bagadi (Alvin's Brother), and (6)Midsfar Aksan (Rowena Aksan's bother).
Rowena "Honey" Aksan was identified to have allegedly taken part in the consummated kidnapping of ICRC workers Lacaba, Notter, and Vagni on 15 January 2009. She was also positively identified and seen inside ASG camps; and have taken care of Lacaba. All the persons arrested are suspected to provide logistical and service support in terms of vehicle, purchase and delivery of food and similar commodities to their bandit ASG cohorts.
They did not resist arrest. Found in their possession were cellular phones, crisp P7,000 worth of bills, and 3 paper bundlers at P100,000 each. The group later underwent questioning relevant to their possible involvement in the bomb blast. There is reason to suspect that the cellular phones caught in their possession could be part of the triggering mechanism that set off the bomb that was placed in the motorcycle that exploded in Go Tek Leng Hardware.
The Marines, in coordination with the local Philippine National Police and the Provincial Prosecutor, are set to file appropriate charges before the Jolo Regional Trial Court tomorrow . "With this arrest, we believe that we have dealt a big blow in the operations of the terrorist Abu Sayyaf Group. This indicates further that vigilance and proper employment and deployment of checkpoints remain a potent tool to counter terrorist movements," MGen Sabban declares. |

Navy Takes Stance in the Challenge of Ending Insurgency, Lawlessness
Deploys a Battalion of Marines, a Patrol Ship, a Gunboat and 3 Multi-Purpose Attack crafts to Mindanao and Palawan

Her Excellency Gloria Macapagal-Arroyo, the Commander-in-Chief of all armed forces of the Philippines ordered the security forces to intensify the conduct of combat operations. The President issued the instruction to hasten the elimination of insurgency and to crush lawlessness violence in southern Philippines. In compliance, the Navy redeploys Marine Battalion Landing Team-8 (MBLT-8) to the operational area after undergoing six months of retraining and refurbishing and more than ten years of notable combat accomplishments in the provinces of Lanao, Sulu, and Basilan.
At 0900H Friday 03 July 2009, Vice Admiral Ferdinand S Golez, the Navy Flag Officer in-Command presides over a send-off ceremony for the Officers and men of MBLT-8 under the command of Major Yuri Pesigan. Fort San Antonio Abad, the home of the Fleet-Marine Team of the Philippine Navy, hosts this solemn and meaningful rite to be witnessed by the family, friends, and loved ones of the marines. MGen Ben Dolorfino, the Commandant of the Philippine Marine Corps, Rear Admiral Geronimo Defensor, the Commander of the Philippine Fleet, and other officers from the General Headquarters provides the boost in the morale of the members of MBLT-8 – one of the few of the AFP’s naval power that can be projected on land.
After the ceremony, the Marines will board the awaiting M-35 trucks that will bring them to Villamor Air Base in Pasay City for the last leg of their trip to their deployment area at the Naval Forces West area of operations in the island province of Palawan. MBLT-8 will “relieve in place” Marine Battalion Landing Team-9. The latter will board the same cargo aircraft that will bring them to Naval Forces Western Mindanao area of operations that has jurisdiction over Sulu and Basilan among other provinces in the area. The intensified drive to flush the Abu Sayyaf bandits and other lawless groups from their lairs in southwestern Mindanao takes a sharp turn in favor of the government with this fresh input of a battalion of battle-hardened marines.
Meanwhile and coinciding with the same ceremony, 5 navy vessels will also be deployed to their respective operational areas. Barko ng Republika ng Pilipinas (BRP) Magat Salamat (PS-20) and BRP Nestor Reinoso (PG-380) have underwent and completed their regular maintenance and are ready for sea. The 3 brand-new Multi Purpose Attack Crafts (MPACs) will also be deployed to SulBaTZ (Sulu, Basilan, Tawi-tawi, and Zamboanga) area for their operational area deployment training after their crew has completed their familiarity and aboard ship training.
The addition of these 5 navy vessels is expected to help boost Team AFP’s quest for dominance in their areas of operation in terms of maritime law and law enforcement, seaborne operations, humanitarian activities, and direct and support roles in internal security operations. Especially the MPACs that can cruise at top speed of up to 42 knots, mounted caliber 50 machine guns, and load up to 20 fully armed Marine Force Recon or Navy SEAL Teams, they will beef up the much needed floating assets in Palawan and Mindanao to run after violators of maritime, environmental, anti-drug, tariffs and customs, and immigration laws.
Taken altogether, this deployment of naval assets and the rotation of two marine battalion landing teams (MBLTs 8 and 9) is a welcome development in the operational landscape in southern and western Philippines. It is seen as another step to the realization of the navy’s quest to attain prominence in counter-insurgency operations and support to law-enforcement actions against the kidnapper Abu Sayyaf, rouge MILF, and other lawless groups operating in Mindanao and island provinces in southern and western Philippine fronts. The send-off of these navy vessels and marine personnel are the Navy’s contribution to Team AFP’s mandate to intensify humanitarian and development endeavors, win peace, maintain security, and seize a major role in nation-building. |

NAVY CONSTRUCTS QUARTERS FOR FLEET-MARINE OFFICERS

An initial occupancy of forty sailor and marine officers gladly received the keys to their newly-constructed rooms in the Fleet-Marine Bachelor Officers' Quarters (FM-BOQ) Friday, 26 June 2009 at the Bonifacio Naval Station, Taguig City. Vice Admiral Ferdinand S. Golez, Flag Officer In Command, Philippine Navy, was the guest of honor during the blessing and awarding ceremonies.
The 72-room BOQ constructed by Vinhar Construction in coordination with the office of The Naval Chief Engineer was completed in June 2008. The quarters, measuring 1,447.20 square meters, include amenities such as laundry areas, wardroom, a recreational hall, and elevated water tanks to cater the daily needs of its occupants.
"Take care of this facility as you would your own so that this may be preserved and its use extended to as many beneficiaries in the years to come," Vice Admiral Golez exhorted the occupancy awardees during the ceremony.
With the completion and blessing of this new billeting facility, qualified Fleet-Marine officers have now availed of the much-needed quarters to compensate their housing needs. The construction of this BOQ is deemed another step closer to the VADM Golez' aspiration of providing a world-class standard quartering amenity to the men and women sailors and marines.

An initial number of 40 sailor and marine officers were awarded occupancy privileges during the ceremonial opening and blessings held 26 June 2009. Navy Personnel Infected with Influenza A(H1N1) Virus

Earlier reports that there were two (2) Philippine Navy personnel infected with A(H1N1) virus is inaccurate. There were actually seven (7). We have to clarify this to prevent a misimpression, should there be a follow-up report, that there was a sharp increase from two to seven yesterday.
This number came from 23 Navy officer candidates and enlisted personnel (in one of our training institutions) that manifested flu-like symptoms, had throats swabbed and results submitted.
From this number, 13 personnel are in hospital isolation; five are isolated in a guesthouse; five are allowed to go on supervised home quarantine because they were either tested negative or have already been treated. They could have contracted illness from their exposure with people they get acquainted with during their weekend vacations from their training.
The Philippine Navy decided to manage the information because we believe that pro-action, immediate containment and prevention of undue alarm and panic is essential in controlling the spread of the dreaded disease.
Before news came out, Navy leadership through Vice Admiral Ferdinand S Golez, Flag Officer-in-Command, AFP, caused the conduct of troop information and education in every opportunity – lectures, informal talks, circulation of literatures and posting of information at the Navy website. Had it not been for these constructive moves between the Navy Chief Nurse, Col Joselito Avanceña and local Department of Health officials, the number could have been more as we await test results to come. It bears stressing through that all patients are currently recuperating. |

Armed Forces of the Philippines (AFP) Role in Pandemic Influenza Preparedness

Background:
An outbreak of a highly pathogenic and transmissible Influenza virus will put us in a similar situation as that during the 1918-1919 Influenza pandemic which killed approximately 50 million people with a case fatality rate of about 2.5% and infected about a third of the world’s population that time.
It is expected that a flu pandemic may cause widespread morbidity and mortality and could affect a significant number of the nation’s workforce including workers in the health sector bringing about a shortage in healthcare personnel. It has the potential to negatively impact our communities and our livelihoods. With the advent of mass and efficient transportation, if left unchecked, the epidemic could spread so rapidly and affect a lot of our citizenry.
The response to a pandemic influenza event is not only a public health emergency; it requires the strength and resolve of years of emergency preparedness and response planning, system capabilities, and partnership development. It has to involve local and national agencies, non-governmental organizations, and others to work closely to slow the spread of the pandemic, protect our critical infrastructure, and to ensure that social and economic legitimacy will quickly be restored following the pandemic experience. The Armed Forces of the Philippines plays a central and a very critical role in minimizing the impact of a pandemic influenza event
Among the strategic goals of the AFP in such an event are to:
- Assist the Department of Health in the containment of the spread of the epidemic
- Assist in Epidemiological Surveillance
- Ensure continuity of operations of important government agencies and of government function;
- Secure the areas under treat, ports of entry and exits and help quarantine exposed individuals
- Protect citizens and the nation’s boundaries
- Work in coordination with the Philippine National Police in ensuring Public safety and law enforcement
- Assist and support critical infrastructure sectors and key assets
- Ensure continuity of food supply delivery system
- Provide transportation in critically affected areas.
- Disseminate reliable pandemic Information
Preparedness plan in case of an Influenza Pandemic Treat
1. Evaluate the veracity of the event through it's own intelligence network and data gathering
2. Once confirmed, it is inherent to the Armed Forces of the Philippines to do the following:

A. Activate the AFP Influenza Pandemic Task Force (Includes Medical Officers and previously trained personnel) with in 24 hrs after confirmation of the event (This task Force will work in coordination with other agencies and organizations working for the same cause in the area under treat). The task force will be in charge of all matters regarding the epidemic in the affected area on the AFP side.
The following will be required upon activation of the Influenza Pandemic Task Force: |

make available transport system for dispatch of the team to the affected area
Set up an AFP Central Coordinating Center with in Metro Manila that will cater to all matters regarding the epidemic. This will include : |

- Statistician
- Epidemiologist
- Communications/signal expert

This AFP Central Coordinating Center will be in charged of networking with various government as well as non-government organizations. It will also serve as the advisory body of the Surgeon General and the Chief of Staff. They will meet regularly or as the need arise.
The AFP Central Coordinating Center will serve as the conduit of the Influenza Pandemic Task Force assigned in the area under treat. |
B. Coordinate with the battalion/detachment on the areas under treat to secure the site. Seal off all entries and exits such that the cluster will be contained. This same group will secure vital government infrastructures and agencies in the area.
C. Coordinate with the Department of Health for mass culling of suspected infected livestock with in the prescribed radius as determined by the DOH. This will be carried out by trained Military personnel.
D. Assist the National Epidemiologic Center in Influenza surveillance and monitoring of epidemic progression
E. Provide transportation to those affected individuals to DOH accredited treatment centers
F. Do Influenza pandemic awareness drive and reliable information campaign in all camps and adjacent communities
G. Make available Military Medical personnel and Military Medical Facilities anytime DOH requests for such.
H. Once an effective vaccine is available, The AFP through the Surgeons General’s Office will assist in mass vaccination of the vulnerable population |
3.
There will be a regular update and reporting of the Influenza Pandemic task force dispatched to the area directly to the Chief of Staff through channels and subsequently to the Commander in Chief.
4. The members of the Influenza Pandemic Task Force as well as the staff of the Central Coordinating Center shall have 3 alternates who are equally capable and trained such that if one gets sick there will be an immediate substitute.
Preparedness Plan in Military Hospitals :
In case of a confirmed Pandemic Influenza treat, the following will serve as the SOP in all Military Hospitals:
- Set up triage in all hospital entrance. This triage will screen people and patients getting into the hospital premise.
- The triage will be composed of medical personnel, a staff nurse, a ward man and a janitor. They will all be issued personal protective equipment (PPE). The triage staff will work in shifts, such that there will be the existence of such section 24 hrs a day.
- This section (Triage) will be put under the direct supervision of the Infection Control Chairman who is well versed in infection control matters. He will issue guidelines on infection control when the need arise.
- A standby ambulance that is well equipped will be assigned to the triage such that if a case is detected in the triage, the patient will immediately be transported to a DOH accredited Influenza treatment facility. The aforementioned ambulance will serve the sole purpose of transporting Influenza suspects only.
- The ambulance staff shall have all the needed PPE
- A section in the hospital is set aside for the evaluation of suspected cases. This section should be located outside and away from the main VLGH hospital. This will be equipped with a mini laboratory and a mini radiological section with an x-ray and an Ultrasound machine.
- All patients suspected of having the infection will immediately be brought to a DOH accredited Influenza treatment facility. All contacts of suspected cases will be quarantined following the DOH advisory guideline on that time.
- At all times the standard/barrier precautions will be observed by hospital staff.
- A daily reporting will be issued by the Senior House Officer of the day (SHOD) as regards to influenza matters. This report will be transmitted through channels to the Commander and subsequently to higher headquarters
- A similar report will be transmitted to the Department of Health upon approval of the Commander
- Military hospitals shall not admit Pandemic Influenza cases unless extremely necessary.

Royal Thai Navy Commander Visits Philippines

To strengthen the longstanding ties between the Philippines and Thailand, Admiral Khamtorn Pumhiran, Commander-In-Chief, Royal Thai Navy, is holding a goodwill visit on May 24 to 26, 2009. This goodwill visit ensures that the cooperative relationship of the Philippine Navy and its Thai counterpart, one of the most advanced navies in the Southeast Asia region, remains strong and firm.
Adm Khamtorn Pumhiran, CIC, RTN, is currently the commander of the Royal Thai Navy, one of the most modern navies in the Southeast Asian region. He assumed command of the Royal Thai Navy in 2008 and has implemented various projects that aims to further modernize the operating capabilities of the Royal Thai Navy. Among his planned acquisitions for the Royal Thai Navy in the near future are a number of anti-ship missiles to add an offensive capability to their fleet and new tactical transport helicopters to improve troop mobility.
Adm Khamtorn Pumhiran, CIC, RTN, and his party is accompanied by Commodore Eugenio C Velasco, AFP, as they attend various activities as part of his goodwill visit to the country. Some of these activities include the wreathlaying-ceremony at the Rizal Monument in Luneta, Manila; tour of Malacanang, Fort Santiago and Ayala Musuem. Other scheduled activities of Adm Khamtorn Pumhiran, CIC, RTN include a courtesy call and visit to Vice Admiral Ferdinand S Golez, Flag Officer-In-Command, Philippine Navy, Sec Gilberto C Teodoro Jr., DND, and Lt General Victor S Ibrado, Chief of Staff, AFP. Furthermore, he will also receive a command briefing at Headquarters Philippine Navy, Fort San Antonio Abad, Roxas Blvd, Manila, where he will be awarded with a Philippine Navy Honorary Command Badge.
This goodwill visit strengthens the ties that bind the Philippine Navy and the Royal Thai Navy to enhance the operational and security capabilities that exist between the two Asian countries. In addition, this goodwill visit also aims to improve maritime conditions and protect the vital interests of the two countries in the Southeast Asia region. |

Philippine Navy Celebrates 111th Founding Anniversary
The Philippine Navy celebrates its 111th Founding Anniversary with the theme: "Team Navy: A Vital Partner for Lasting Peace, Progress and Development of a Maritime Nation". DND Sec Gilberto Teodoro Jr graces the event as the guest of honor and speaker.
The opening ceremony commences at 0700H with a simultaneous flag-raising, which will be attended by all units. Rear Admiral Danilo M Cortez AFP, the Vice Commander, Philippine Navy, will deliver the anniversary message. Afterwards, there will Thanksgiving Mass and the awarding of Side Boys Honors to DND Sec Gilbert Teodoro Jr. Vice Admiral Ferdinand S Golez AFP, the Flag Officer-in-Command, Philippine Navy will also present his State of the Navy Address.
After the opening ceremony, a simultaneous blessing of the newly-repaired BRP Apolinario Mabini (PS 36), a Jacinto Class Patrol Vessel; three newly-acquired Multi-Purpose Attack Crafts (MPACs), and Landing Craft Utility (LCU) AT-295, a newly-repaired auxiliary transport vessel, all of which will be open to the public for viewing. The three newly-acquired MPACs will be inaugurated where selected guests will be afforded the privilege of boarding the said vessels for a test cruise and capability demonstration.
Along with the simultaneous blessing of the naval ships mentioned, there will also be a demonstration of the Disaster Response and Rehabilitation Operations (DRRO) units to exhibit the readiness capability of the Philippine Navy during disasters and calamities.

RP-US Naval Construction Brigade Builds School For Local Townspeople
In order to promote goodwill amongst the local folk, the Naval
Construction Brigade of the Philippine Navy and their American
counterparts are building and repairing public school facilities this
month as part of this year’s Cooperation Afloat Readiness and Training (CARAT) exercises.
The students and teachers of Look National High School in Barangay Look, Lapu-Lapu City, Cebu, are now using a newly-constructed single-room school house due to the joint efforts of the Naval Mobile Construction Battalion (NMCB) 133 of the US Navy and their Filipino counterparts, otherwise known as Seabees. In addition, the RP-US Seabees cooperated together to restore the school’s roofing to their original condition
The chosen beneficiary, Look National High School in Barangay Look, Lapu-Lapu City in Cebu, has a new single-room school house, thanks to the joint efforts of the Naval Mobile Construction Battalion (NMCB) 133 of the US Navy and their Filipino counterparts, otherwise known as Seabees. In addition, the RP-US Seabees pooled their resources to restore the school’s roofing to their original condition.
This joint project by the Filipino and American Seabees improves the plight of more than 500 high school students and 12 teachers who are currently using insufficient facilities for their vastly increasing student population. Taking part in this project are 25 Philippine Navy Seabees from the Bonifacio Naval Station in Taguig City and 25 US Navy Seabees from their US Navy Base in Okinawa, Japan.
CARAT is a series of bilateral exercises held annually between the Philippine Navy and the US Navy to enhance regional cooperation, promote understanding between participating military forces and continue to develop operational readiness of participating forces. |

Philippine Navy Strategizes Future in Recent Seminar
The Philippine Navy recently concluded an Active Archipelagic Defense
Strategy (AADS) Seminar Workshop at the Headquarters Philippine Navy,
Roxas Boulevard, Manila last May 13 to 14, 2009. This activity
strategizes the naval development that sets out the means and ways on
how the Philippine Navy intends to evolve into the Navy of the future
over the years.
With the theme: “Strategizing the Future Philippine Navy”, this seminar aims to define the future of the PN in the light of the country’s national interests at stake and the emerging maritime security environment. It also rationalizes the future of the PN force structure and its most effective force employment founded on the need to attain naval dominance in future battlespace. This also provides the necessary guidance to direct the efforts of the Navy to effectively undertake its directed mandate and how naval forces may be used to implement state domestic and foreign policies. In addition to these goals, the seminar also echoes the pronouncement by the AFP’s DSOM (Defense System of Management) to have a capability-based development of the Armed Forces of the Philippines and a strategy-driven management and employment of the country’s military force.
Attending this event are members of Philippine maritime security agencies, academe and other interested groups and individuals. They shall draw upon the perspectives, experience and expertise through facilitated plenary and focused group discussions.
The speakers include USEC Antonio Santos Jr., DND Undersecretary for Defense Affairs; ASEC Augusto J Mier, NSC Asst. Dir Gen for Security Policy; Doctor Clarita Carlos PhD of UP College of Social Sciences and Philosophy, Director Hjayceelyn Quintana, from DFA’s Office of Asia Pacific Affairs and Honorable Florencio Fianza, Special Envoy for Transnational Crimes.
Rear Admiral Danilo M Cortez AFP, the Vice Commander, Philippine Navy, culminates the seminar-workshop with a closing remark.
“We should develop the means and ordinance in drafting a naval strategy that can propel the Navy to its 2020 vision: a strong and credible navy our nation can be proud of,” Cortez said.
Cortez also said that there is going to be a number of difficulties and challenges ahead in transforming the Philippine Navy to be at par with our neighbors in the Southeast Asian region.

PHILIPPINE NAVY RECOVERS 12 YEAR OLD "EMONG" CASUALTY, TWO OTHERS STILL MISSING
A twelve year old girl identified as Milagrosa Viliran from Vani,
Pangasinan reportedly drowned at the vicinity of Catubig river,
Bolinao, Pangasinan due to typhoon “Emong”. Her lifeless body was found by Philippine Navy search and rescue team together with the victim’s relatives on May 9, 2009 at around 11 o’clock in the morning. The victim’s body was turned over to the Philippine National Police by members of the Naval Task Group 11.1 of the Naval Education and Training Command. The navy also conducted search efforts for two fish cage caretakers reportedly missing on same day Saturday May 9, 2009 in Bolinao, Pangasinan. The fishermen are still nowhere to be found.
Philippine Navy personnel also assisted members of the Department of Social Welfare and Development in packing of relief goods containing basic commodities such as rice and water intended for the affected populace of municipalities in Pangasinan. Philippine Navy units from Northern Luzon also sent on standby small ships, watercrafts, personnel and military trucks including Disaster Response Rescue and Naval Special Operations Group units to affected areas. Other units were also involved in clearing of typhoon debris. On Thursday, Defense Secretary Gilbert Teodoro Jr. ordered military officials from Luzon specifically the Commander of Naval Forces Northern Luzon to extend emergency assistance to residents who may be affected by typhoon “Emong”.
Similarly, on May 2, 2009, at around 3 o’clock in the afternoon, Naval Forces Southern Luzon sent personnel and military trucks to municipality of Camalig, Albay and other areas in Bicol region affected by typhoon “Dante”. Organic personnel of the Naval Forces Southern Luzon command were able to assist some ninety-five (95) residents of Camalig municipality and evacuated from Camalig Municipal Hall to Baligang Evacuation Center located at Baligang Elementary School. Likewise, residents from Barangay Suwa and Karingay of same municipality were also evacuated to North Central School Evacuation Center also of Camalig, Albay. |

Possible Arms Supply for Terrorists Confiscated
Around 1851H Tuesday 28 April 2009, Joint Task Group MARISEG (TF SEA MARSHAL) composed of Navy, Coast Guard, and Maritime Police personnel seized what could just be an illegal shipment of high powered firearms from Manila to Zamboanga City.
LT Fideles Sallidao who heads the Navy contingent said in a report to CAPT JOSE MIGUEL RODRIGUEZ PN, Commander of the Fleet-Marine Ready Force that Six M-14 rifles, one cal .22 rifle, a M-60 machine gun vault assembly & 3 empty magazines for M-16 assault rifle concealed in 3 speaker baffles --two of them about 4 feet and the last 3 feet tall. The items were discovered by the team after a thorough inspection prior to loading at Super ferry 12 at Pier 15 in Manila. The contraband declared as sound box or speakers is consigned to one Radzmal Arijan of Baliwasan Seaside, Zamboanga City thru 2GO Cargo Forwarder with one Vanessa R. Lopez as shipper. As of this report, no one has claimed the firearms & parts that are now under Phil Coast Guard custody.

Illegal Recruitment Foiled
On or about 1800H Tuesday, 28 April 2009, 21 female victims of illegal recruitment & certain Ma. Lovenia W. Barrientos the suspected recruiter were turned over by Joint Sea Marshal Team composed of Navy, Coast Guard & Maritime Police Personnel to Visayan Forum Foundation -- an NGO on anti-human trafficking based in North Harbor Manila and later to the Manila Police for filing of appropriate criminal charges.
The victims --14 of them aged 15-17 (the rest up to age 22) & their recruiters were intercepted aboard Super Ferry 19 enroute from Cagayan de Oro to Manila. The sea Marshall Team discovered the crime by immediately acting upon a complain by one of the victims' father.
Human trafficking and illegal recruitment are two (2) of the most pervasive crimes that feed on hapless victims in desperate search for job opportunities.
Vice Admiral Ferdinand Golez --Navy Flag Officer in Command lauded the composite team for their vigilance and forthwith actions. In his commendation, he pointed out the significance of their deeds of saving the women from exploitation & even prostitution in the absence of employment.

RP-US Navies to Launch CARAT 2009 Exercise
The Philippines will host the Cooperation Afloat Readiness and Training or CARAT 09 Exercise May 21-28, 2009. This is an annual bilateral exercise that embodies the spirit of the longstanding cooperative relationship between the Philippine Navy and the United States Navy.
This is the 15th CARAT exercise both Navies have participated in.
CARAT 09 exercise will help build the regional assistance capacity for multinational maritime operations. Its goal is to strengthen the cooperation between the Philippine Navy and US Navy in deterring intercontinental and trans-border crimes, piracy and maritime terrorism which are growing concerns of the global community.
This year's exercise will incorporate on-deck and at-sea trainings, a naval tactical exercise, patrol and surveillance exercise, a gunnery exercise, symposia covering military operations and law, a subject matter expert exchange between the Philippine Navy and the US Navy sailors and marines as well as a joint amphibious landing of the fleet-marine forces of the two Navies.
Humanitarian projects are an important part of the exercise. These include community service activities, engineering projects, and several free medical and dental service clinics.
The participating ships and units of the Philippine Navy are; BRP Dagupan City (LCC-551), BRP Carlos Albert (Patrol Gunboat 375), BRP Bienvinido Salting (Patrol Gunboat 112), Naval Special Operations Unit- 5, Naval Air Unit Central’s Philippine Navy Islander (PNI-320) and the members of the Philippine Marine Corps.
The US Navy participating force consists of one naval aircraft (P-3C Orion) and four ships: USS HARPERS FERRY (LSD-49), USS CHAFEE (DDG 90) w/SH-60 Seahawk, USS JOHN S MCCAIN (DDG 56), USNS SAFEGUARD (ARS 50). The member of the US Marine Corps will also join in this exercise.

Balikatan 09 Naval Forces Field Training Exercise Sets Off
The Balikatan 2009 Naval Forces Field Training Exercises officially began with an opening ceremony held at the Supreme Legend Function Room, Legenda Hotel at Subic Bay Free Port April 15, 2009.
This year’s Naval Forces Field Training Exercises was declared officially open by the Philippine Navy Balikatan Exercise Director, Captain Miguel Jose S Rodriguez PN(GSC), the Commander of the Fleet-Marine Ready Force. US Navy contingent who attended the ceremony, composed of officers and crew from USS Essex and USS Tortuga, was headed by Commodore Donald A Schmieley USN, Commander of the Amphibious Squadron Eleven.
The field training exercises, the core component of Balikatan 09, will fuel the capabilities of the AFP’s National Maneuver Force, the Navy’s Fleet-Marine Ready Force and the Air Force’s Rapid Deployment Force. These field exercises will take place on various locations in Central Luzon and Cavite.
Exercise Balikatan 09, the 25 th in the series of the annual Republic of the Philippines and United States bilateral exercise, is a great opportunity to conduct training which is vital to maintaining the readiness and interoperability of the RP and US military forces. |

Recovery of ICRC Volunteer Andreas Notter
Around 0530H Saturday, 18 April 2009, ICRC kidnap victim Andreas Notter was recovered by members Siasi PNP & Civilian Emergency Force in the vicinity of Barangays Katian & Mangilop in Indanan town of Sulu. The civilian volunteers who recognized him immediately brought him to Sulu Gov. Abdusakkur Tan's residence.
During the debriefing, Gov. Tan relates that the terrorist Abu Sayyaf Group members learned of the presence of the military on a high ground just around 500 meters away. Since the military was in a vantage position and before they were able to come closer for armed engagement to ensue, the kidnappers decided not to engage the troops and went down the slope instead.
After successfully evading a firefight with soldiers, the fleeing ASG’s chanced upon the PNP and CEF cordon. This prompted the kidnappers to flee to another direction. And during the rush, Tan said, Notter was able to run to the direction where the PNP and the CEFs were. Realizing that they can be enveloped by soldiers from the high ground and the police and civilian forces below them, they decided to abandon Notter.
The following are the significance of this development:
1) The calibrated military pressure that the AFP has been maintaining and the firm resolve of its leadership not to give in to the demands of troops pull out had served its purpose best on mentally wearing the kidnappers, demoralizing, and physically exhausting them. The pressure kept the terrorists on their toes moving around the constricted area up to 20-30 kilometers of trek a day according to Notter during the debriefing;
2) This welcome development manifests the enduring commitment of the security forces to give primacy to life and safety of the kidnap victims by allowing negotiations for their release and keeping the military operation or rescue operation the final option;
3) Like we have always been maintaining, the emerging circumstances where the terrorists’ financial, personnel, and war materiel support systems were blocked and the public sympathy and cooperation are already with the government and the security forces, the situation is ripe for the release of Vagni – with the release and escape of Lacaba and Notter, respectively as precedence;
4) This is a victory of multi-agency cooperation where no unilateral decisions are made by any entity. With the same concerted efforts of different agencies as orchestrated by the Crisis Committee, we are hopeful that Vagni’s freedom will not be too long to realize.
5) We remain concerned with the condition of Vagni who has a health concern. Ironically, this same medical condition that compels the terrorist group to keep an eye on him all the time became the reason why he may not be as lucky and quick as Notter to seize the chance to escape.
6) We continue to call on the sense of reason of the kidnappers to release the last kidnap victim because all their attempts to bargain from a position of advantage have been denied. No ransom payment, no troop pull-out, no troops repositioning. All that is left to them is to release Vagni before his condition worsens or his health deteriorates, or worse die while in their captivity. |

Philippine Navy Secures Boracay Tourism
The Philippine Navy through the Naval Forces Central under the Command of CAPT HONORIO ROBERT E BALANON JR PN(GSC) based in Cebu, sent two (2) naval ships to Boracay Island, Aklan to ensure the security and safety of tourists during the vacation season.
The two (2) naval ships in Boracay are the BRP Bienvenido Salting (PG 112), and BRP Abraham Campo (PG 396) under LCDR LEMUEL E ESPARTINEZ PN, and LT ALFREDO P CAYABYAB JR PN, Commanding Officer of the vessels respectively. They are supported by a team of Naval Special Operations Unit 5 belongings to the Navy’s elite unit equivalent to the SEAL Team of the US Navy which caught the attention of the public in a recent rescue operation of a hostage drama in pirate interested sea lanes of Somalia.
The naval ships are now stationed at the Caticlan Jetty Port and Passenger Terminal in Malay, Aklan. They are guarding the waters of Boracay since March and are constantly on alert especially during the Lenten season.
The assignment of the ships to this popular tourist destination is in anticipation of the summer vacation where thousands of tourists are expected annually. This is to show to our local and foreign tourists that the government is determined in safeguarding and securing the peace and prosperity not only in the Island of Boracay but in the entire maritime resource of the country.

5th raid on ASG Marijuana Plantation
Marine Personnel of MBLT 4 led by its Commanding Officer, LTCOL Ariel Caculitan together with Talipao police have uprooted around 1,500 Marijuana hemps (with street value of P300,000) in the vicinity of Brgy. Punungan, Talipao, Sulu -- a known bandit ASG lair.
The raid conducted Monday13 Apr 09 at around 5AM had four persons (their names temporarily withheld)found in the vicinity where the Marijuana hemps were planted were invited by the police for questioning. This has been the fifth raid and provided another confirmation of persistent reports that the terrorist Abu Sayyaf Group is engaged in Narco-terrorism.
Amidst calibrated military pressure the security forces are exerting against d kidnappers, we also conduct crackdown operations on their fund sources and supporters. All in all, the five raids started last where full grown Marijuana hemps have been uprooted and burned (excluding around 4,000 seedlings) have totaled Php7.3M in terms of street value.
Last Good Friday, the raid conducted by the joint team of police and marines yielded an enormous haul of explosive equipment and explosive materials. The successful operations deprived the terrorists of wherewithal to use to terrorize civilians and ease up military pressure by conducting bombings in Sulu. |

Cache Of Explosives And Devices Seized
A cache of explosive materials were confiscated in a raid conducted by the joint team of Jolo Police and 2 nd and 3 rd Marine Brigade personnel at 1 o’clock in the afternoon today, Good Friday, 10 April 2009.
The raid sprung from information provided by an unnamed informant. The report further indicated that the owner of the house has learned about the impending search and seizure operations. By virtue of such reliable information, the joint team of police and marines lead by Senior Inspector Usman Salih Pingay, Sr. swooped to the residence of one Hadji Nahrim Akmad of Brgy. Chinese Pier, Jolo, Sulu.
The search conducted yielded 3,600 pcs of blasting caps casings, 900 pcs ready blasting caps; 13 rolls (at 7 meters ea) of time blasting fuse; 14 sacks (at 25 kgs ea) ammonium nitrate; a sack (25 kgs) of potassium chlorate; 13 kgs additional ammonium nitrate; a 40mm caliber pistol with14 rounds of live ammunition and; a passport owned by Hadji Nahrin Abud Akmad. A Nokia cellular telephone with battery and P80,000 cash in P1000 denomination.
Hadji Nahrin Abud Akmad the reported owner of the house is an alleged supplier of explosive components to terrorist Abu Sayyaf Group that perpetrated several bombing incidents in Sulu, the latest of which is the laying of a landmine in Brgy. Latih, Patikul, Sulu in April 3. Six marines were wounded in the blast and the M35 truck they were boarding was severely damaged.
The confiscation of the said explosive devices and components aborted the reported bombing operations that the bandits intend to conduct. Intelligence report gathered indicates that the bombing operations are to be directed against civilians and military personnel both to divert attention from the constricting operations the security forces are conducting and to terrorize the people of Sulu. |

In his report to Vice Admiral Ferdinand S Golez, the Navy Flag Officer in Command of the Philippine Navy, a team of Beach Watch Lifeguard stationed at Tondaligan Beach together with one PCG personnel rescued Marlon de la Cruz, 37 years old of Valenzuela, Manila at 11:55AM yesterday April 10, 2009, approximately 50mtrs from shoreline off Tondaligan Beach. The victim was brought to the shore unconscious. Immediately moved to hospital by Philippine Navy Reserve Command (PNRC) ambulance for proper medical treatment. |

NAVFORCEN Joins 64th Talisay Landing Anniversary
The Naval Forces Central will join the 64 th Anniversary of the American Forces landing in the City of Talisay on Thursday, 26 March 2009.
This celebration, dubbed as “Takas sa Talisay, Kagawasan sa Sugbu,” is a commemoration of the historic American landing in Talisay City which paved the way for the liberation of Cebu Province from Japanese occupation.
This event will include a civic-military parade, flag raising and wreath-laying ceremony and the reenactment of the American Forces landing.
One platoon of NAVFORCEN personnel will join the civic-military parade together with the contingents from the 2 nd Air Division-PAF, the 53 rd Engineering Brigade-PA and the 78 th IB, 3ID, PA. These military personnel will march wearing their distinct service uniforms.
The Naval Forces Central will be utilizing its Marine reservists from the 51 st Marine Battalion as the primary actors during the reenactment of the American Forces landing along the shoreline of Talisay City. A Naval Task Group composed of one (1) Patrol Gunboat, two (2) Diesel Fast Craft, one (1) Rigid Hull Inflatable Boat and three (3) rubber boats will conduct the reenactment with the support elements from the Philippine Army Explosive-Ordnance Team and 2 nd Air Division of the Philippine Air Force. |

Visit of French Navy Ship FS Vendemiaire
The Frigate FS Vendemiaire of the French Navy with a helicopter onboard arrived at Pier 13, South Harbor, Manila for a goodwill visit on 18 March 2009, 10 o’clock in the morning. The ship skippered by CDR FREDERIC BENON with a complement of twelve (12) officers, sixty (60) petty officers and twenty (20) crew members will be here until 21 March 2009.
The French Navy was received by the Philippine Navy with appropriate honor. CDR BENON, the commanding officer of FS Vendemiaire and party will pay a courtesy call to VADM FERDINAND S GOLEZ AFP, the Flag Officer-in-Command, Philippine Navy.
Goodwill games and shipboard tour will be conducted to foster good relationship between two parties. Philippine Navy personnel will also have a chance to familiarize themselves with French’ weaponries, machineries and other capabilities of their ship when they tour the vessel.

Tops 2009 Finalists Share Stories Of Heroism And Inspiration
Stories of heroism, dedication to service, and inspiration from men in uniform filled the Penthouse of the Metrobank Plaza in Makati City during the recently-concluded final judging for the 2009 Search for The Outstanding Philippine Soldiers (TOPS).
The Search for TOPS is an annual project of the Metrobank Foundation, Inc. and the Rotary Club of Makati Metro. It aims to honor excellence among the men and women in the military as an expression of the civilian sector’s appreciation and gratitude for the soldiers’ selfless acts of gallantry in preserving the nation’s sovereignty.
All finalists proved their sincerity in serving the Filipinos and the country as each shared memorable experiences from the fields. Despite having the expertise to join the private sector and thus, the chance to earn more to support their families, the finalists all chose to stay in the military service and perform their sworn duty. Shortlisted from more than 70 nominees, the 18 finalists also proudly related to the judges their achievements not just in the field, but also in community development. Whether building schools for children in conflict areas, conducting medical and dental missions for indigent patients in communities around their camps and bases, or participating in rescue operations in calamity struck regions, the finalists manifested the military’s strengthened commitment to be part of facilitating peace and progress in our land.
The 2009 TOPS finalists were enlisted personnel and commissioned officers from the Army, Navy, Air Force, and the Technical Services. The finalists from the Philippine Army were Lt. Col. Lope C. Muslim Separatist Groups Engages In Narco-Terrorism
The military’s claim that Abu Sayyaf Group and other Muslim separatist groups are now engaging in narco-terrorism was supported by a United States government report. It instigated that “Muslim traffickers, many affiliated with separatist groups, are the main distributors of methamphetamine in the Philippines.” Findings resolve that the insurgent activity in Mindanao facilitates methamphetamine production and also linking the Muslim community to be the ones making the prohibited drugs readily available.
Records show that there were three occasions wherein members of the elite force of the Philippine Navy, the Philippine Marine Corps were able to seize and raid marijuana plantation in the known lair of the lawless elements of Abu Sayyaf Group for the year 2008. First occasion was on 22 May 2008 wherein elements of the Marine Battalion Landing Team 4 seized two(2) hectares of marijuana plantation with more or less fifty thousand (50,000) marijuana plants trees at vicinity Barangay Patao, Maimbung, Sulu with estimated worth of thirty million pesos (Php30,000,000.00). Second was on 26 June 2008, wherein elements of MBLT4 again was able to uproot marijuana plants in one and a half (1 ½) hectares of farmland at Barangay Binuang, Talipao, Sulu with an estimated value of two million pesos (Php2,000,000.00). While on 10 November 2008, joint operating team of MBLT4 and Philippine Drug Enforcement Agency (PDEA) raided another marijuana plantation located at Sitio Bulas, Patao, Maimbung, Sulu. The team was able to uproot more or less five hundred (500) hemps and burned an estimated two thousand (2,000) marijuana seedlings.
The series of raids conducted by the Philippine Marine Corps to a known lair of the Abu Sayyaf Group, and other rouge elements of the Moro National Liberation Front (MNLF), and the Moro Islamic Liberation Front (MILF) only supports the claim of the US government report claiming that methamphetamine is produced in laboratories in areas controlled by Moro rebels who use the profits to fund their operations. With the rigors of having to combat the government forces, the lawless elements resort to the use of drugs to sustain their needs; which is align with their findings that there is also “anecdotal evidence that rebel fighters take methamphetamine to combat lack of sleep and inadequate food intake, as well as to enhance aggression and withstand pain.”
US report also stipulated that the “New People’s Army (NPA), a group of communist insurgents, controls and protects many marijuana plantation sites, particularly in Cordillera Autonomous Region of Northern Luzon, as well as some eastern parts of Mindanao.”
The Philippine Navy being the primary force to guard the 7,107 islands of the archipelago is now working hand-in-hand with other government agencies to thwart drug related activities. There were also activities touch based with local leaders to help come up with resolution and feasible programs to be implemented to eradicate drug problems.
Realignment of forces and other changes were instituted within the Philippine Navy organization to answer to the growing needs of maritime security and internal security operations. Continuous monitoring was also in place with the inauguration of Coast Watch Station Zamboanga to keep an eye on the vast sea of Mindanao area. The Fleet-Marine Ready Force was also activated that will augment and correspond to the need of a sea, air and land capable assets. |

"Ocean Trust" Vessel hits by RPG
The west-bound container vessel “Ocean Trust” from General Santos City bound for Manila while at transit at vicinity waters of Milbuk, South Cotobato was fired by a rocket-propelled grenade (RPG) by two (2) motorized banca on 24 February 2009 at around 11 o’clock in the evening. The two (2) bancas were each manned by two (2) unidentified persons. The banca on the left side of the vessel missed their target while the other on the right side hit the king post of the ship which shattered the glass of the ship’s bridge or main control room. “Ocean Trust” evaded the two (2) bancas which continued chasing them by maneuvering in zigzag manner. |

Barko ng Republika ng Pilipinas Ang Pangulo (BRP Ang Pangulo) celebrates its Golden Anniversary in the fleet of the Philippine Navy Friday, 1:30PM in her berthing place at Pier 13 in South Harbor, Manila. Vice Admiral Ferdinand Golez, the Flag Officer in Command, Philippine Navy leads the commemoration of BRP Ang Pangulo’s 50 th Commissioning anniversary on 06 Mar 2009. Her Excellency President Gloria Macapagal Arroyo will be the Guest of Honor. She will also lead the 23,000-strong Philippine Navy in the rites renaming the vessel from the present name BRP Ang Pangulo to BRP Pag-asa.
The vessel, which is an auxiliary transport of the Philippine Navy, was built in Japan as part of that country’s war reparations to the Philippines. At the initiative of President Carlos P. Garcia, the vessel was designed specifically for use as a presidential yacht by Filipino naval engineers, and was christened with its original name of R.P.S. Lapu-Lapu and commissioned into the Navy on March 7, 1959 as its flagship, a status it held until December, 1961.
President Diosdado Macapagal in the following year ordered it converted to a naval troop transport, renaming it R.P.S. Roxas after the fifth President of the Philippines in rites led by Mrs. Trinidad Roxas. President Macapagal instead used another, older, presidential yacht, the R.P.S. Santa Maria which he renamed R.P.S. Pag-asa, the name by which it had been known until the time of President Ramon Magsaysay until she was later decommissioned by the Philippine Navy in 1993.Meanwhile, R.P.S. Roxas was renamed R.P.S. The President when Ferdinand Marcos became president. He then renamed RPS The President to B.R.P. Ang Pangulo and restored its use as the presidential yacht, a status she has retained in all succeeding presidencies to the present day.
It is in honor of these earlier periods under Presidents Magsaysay and Macapagal, and to emphasize its service to the people throughout the archipelago, that the B.R.P. Ang Pangulo has been renamed B.R.P. Pag-Asa by President Arroyo. As it has throughout the Arroyo administration and over its 50 year life, the vessel, operated by Naval Taskforce “Sealion”, continues at the President’s instruction to carry out relief and medical missions all over the islands, aid in emergency search and rescue efforts, perform naval functions, promote tourism, culture and local products, as well as serve the presidency and the government.
The renaming of the vessel by the President is meant to reflect the hope it has often brought with it on its numerous missions around the country, particularly in times of calamity and natural disaster.
The following is the text of a historical marker to be unveiled by the President during the 50 th anniversary ceremonies:
B.R.P. PAG-ASA (AT-25)
THE PRESIDENTIAL YACHT
One of 15 ocean-going vessels provided by the Government of Japan as part of war reparations to the Republic of the Philippines during the administration of President Carlos P. Garcia, what was first called Bow No. 77 was designed as the Presidential Yacht by Filipino naval engineers and built at the Ishikawajima Dry-Docks in Tokyo.
Its keel was laid at the Harume Yard on July 16, 1958 and the vessel was launched on October 16 of that year. Sea trials were conducted under Lt. Cmdr. Manuel Mandapat PN, its first commanding officer, on February 9 and 10, 1959. It was designated the flagship of the Philippine Navy by President Garcia through Executive Order on February 13, 1959, and delivered to the Philippine Government on February 28. It was christened R.P.S. Lapu-Lapu (PY-77) and commissioned into the Philippine Navy on March 7. On April 2, the vessel arrived in Manila.
The first presidential engagement held aboard took place on April 7, 1959, and the ship’s first mission, a trade and cultural floating exposition with ports of call in Vietnam, Thailand, Singapore, Indonesia, Hong Kong, Japan, South Korea and Taiwan, was carried out from April 19 to June 4, 1959. The vessel has since been extensively used for relief, emergency search and rescue, patrol, auxiliary transport and command vessel purposes in addition to performing its duties to the presidency and the government. Many distinguished persons, including General Douglas Macarthur on his sentimental journey in 1961, and numerous heads of state and government, have been aboard as official guests.
Flagship status was revoked b y President Diosdado Macapagal on December 31, 1961, and the vessel was renamed R.P.S. Roxas (TP-71) on October 9, 1962, the first instance of a naval ship being named in honor of a Philippine president. It was renamed R.P.S. The President (TP-777) by President Ferdinand E. Marcos on January 11, 1967 and renamed anew as B.R.P. Ang Pangulo (TP-777) on July 1, 1971. Its hull number was altered to AT-25 by President Corazon C. Aquino on September 24, 1986. From 1998 to 2000, extensive refurbishment took place under President Joseph Ejercito Estrada.
On March 6, 2009, the eve of its 50 th commissioning anniversary, the ship was renamed B.R.P. Pag-Asa (AT-25) by President Gloria Macapagal Arroyo in fitting ceremonies celebrating an outstanding legacy of service to the Republic. |

Atrocities and lawlessness by rouge MILF Groups, communist NPA insurgents, and terrorist ASG bring to the fore the organization and launching of Fleet-Marine Ready Force (FMRF) by the Philippine Navy as its contribution to the AFP’s effort to combat all forms of threats to national security and development.

The FMRF is designed to be the country’s maritime force-in-readiness capable of rapid deployment anywhere in the country. The impetus for the organization and launching of FMRF as an operational command is to fill the need for a primary naval component to a national maneuver force. It will be a composite unit within the Navy that answers the need for a rapid response effort to all types of contingencies that shall fill-in the operational gap of a naval force in the National Capital Region. Ultimately, FMRF shall be the test bed for a future Navy that addresses prospective external challenges.

Following a Fleet-Marine Team concept of operations, the FMRF shall be comprised by sailors and marines, SEAL Teams. Civil Disturbance Management Teams, and Civil Military Operations Teams and a compliment of patrol ships and gunboats, airplanes, helicopters, and tanks, and other terrain vehicles. These select men and equipment is organized and designed to be self-sustaining multi-capable, combined-arms team of air, land, and sea components readily deployable in support to naval operating forces or AFP Unified Commands in combating internal security threats principally and ancillary in the conduct of SAR (Search, Rescue and Rehabilitation), anti-illegal drug, anti-smuggling, anti-human trafficking, environment protection, and other non-traditional naval operations.

CAPT JOSE MIGUEL RODRIGUEZ, FMRF’S 1 st Commanding Officer, receives his first instructions from VADM FERDINAND S GOLEZ AFP, the Flag Officer-in-Command, Philippine Navy who graced the ceremony at 9 o’clock in the morning, 15 January 2009, and gave the orders bringing to action a token force of sailors, Marines, SEAL and Force Recon Teams, V300 tank, ships and helicopters assembled for the ceremony at Commodore Divino Pier aboard Headquarters Philippine Navy at Roxas Boulevard, Manila.

Team Navy welcomes Marine Heroes of Mindanao after eight years of re-deployment to troubled areas mostly in Southern Philippines, Marine Battalion Landing Team-8 (MBLT-8) finally reports back to Marine Barracks Manila, Bonifacio Naval Station, Makati City for a much needed respite from combat duty, retraining, and refurbishing.
Today, 29 December 2008 at 2 o’clock in the afternoon, these Marine warriors of Basilan will be welcomed by the Navy Flag Officer In-Command VADM FERDINAND S GOLEZ AFP and Marine Corps Commandant Major General BEN D DOLORFINO AFP and the entire Team Navy personnel at Commodore Divino Pier at the Headquarters Philippine Navy in Roxas Boulevard, Manila. They will lead the ceremonies befitting a hero that will be accorded to the Marines of MBLT-8 when the bow ramp of BRP Dagupan City (LC551) that carried them on-board opens for disembarkation.
Ceremonies will include awarding of medals to members of MBLT-8 for heroism in combat during their tour of duty in Mindanao. Most recently, these Marines saw action in anti-terrorism campaign versus ASG members liable for a spate of kidnappings in Basilan and rouge elements of MILF that provided them refuge. Said bandit group suffered heavy losses in terms of personnel and material that also claimed the lives of 6 Marines during ferocious skirmishes in Basilan.
MBLT-8 is under the able leadership of LTCOL ELMER R ESTILLES PN(M)(GSC), the Battalion Commander and MAJ ADOLFO B ALBALATE PN(M), the Executive Officer.
MBLT8 is set to conduct retraining and refurbishing for a minimum period of three months aboard Headquarters Philippine Marine Corps. They will also be serving as component of Marine Ready Force stationed in Metro Manila prior redeployment. Part of the preparation that they will undergo is their refresher instructions on basic and newly developed doctrines, tactics in combat and various civic military operations strategies. They will also be provided with new sets of uniform, particularly the battle dress attire and other necessary equipment for their next deployment and operation.
This mode and span of time is being given to the different battalions of the Philippine Marine Corps not only for the mere improvement of their capability as an individual and as an operational group but also a means of reuniting the soldiers with their families and loved ones. This is also an opportune time for them to have their rest and recreation. The military hierarchy sees the importance of this moment to rejuvenate the troops and eventually produce physically and emotionally ready individuals able to combat terrorism at any given time. |

A combined force of men and equipment from the Philippine Marines and the Philippine Fleet will assemble together at BNS Grandstand of the Bonifacio Naval Station, Fort Bonifacio, Taguig City today, November 28, 2008. The activity is to ensure security preparedness and readiness to respond to any contingency by the FLEET-MARINE TEAM set at 3pm, today.
Expected in the simultaneous inspection is the Ready Force Battalion from the Philippine Marines being the amphibious strength of the navy, while companies of Philippine Fleet personnel together with teams of Naval Special Operations Group. Said contingent is under the operational control of the Commander Amphibious Task Force 25 (CATF 25) led by COMMODORE ERIBERTO C SURIA JR. AFP. ATF 25 is designed to be an open-ended, rapidly deployable, expandable and adaptive quick reaction task force of the Philippine Navy.
The marine component that also includes tanks, armored personnel carriers and other military hardware is led by the Commander of the Philippine Marine Ready Force BGEN RAMIRO A ALIVIO AFP while the fleet component is led by CAPT MIGUEL JOSE S RODRIGUEZ PN(GSC) of the Ready Force, whose surface and air assets are deployed at their respective stations and ports. As a part of this routine security and response drill is the assembly at the Philippine Navy Headquarters and other stations of the Navy.
This activity culminates in a usual Flag retreat to be participated by the unit’s respective personnel at 4:30 pm today. |

The Anti narco-terrorism efforts in Sulu Province for almost five (5) months of the Command is once again proven successful with the raid of about 2-hectare marijuana plantation located at Sitio Bulas, Patao, Maimbung, Sulu by the Marine Battalion Landing Team 4 (MBLT4).
On or about 2:18 PM of November 10, 2008, joint operating team of MBLT-4 and other Marine operatives led by Major Jonathan Gabor, with the Philippine Drug Enforcement Agency (PDEA) raided said plantation.
On orders from Joint Task Force Comet Major General Juancho Sabban, the team tactically entered into a marijuana nursery farmland. The team uprooted more or less 500 marijuana hemps and burned an estimated 2,000 marijuana seedlings supposedly intended for the said vast plantation.
This is part of the series of raids by the unit in Maimbung and Talipao, Sulu. The first one was on 22 may 2008, where special operations were conducted by the Special Operations Platoon 4 of MBLT4 also led by Major Gabor together with operatives from 3 rd Marine Brigade in a reported marijuana plantation at Brgy. Patao, Maimbung, Sulu and discovered the site with approximately two (2) hectares of marijuana plantation. Approximately fifty thousand (50,000) marijuana plants with an estimated value of Thirty Million Pesos (P30,000,000.00) were confiscated and apprehended a certain Akaradja Sali, thirty (30) yrs old, resident of Laum, Maimbung, Sulu, a suspected marijuana producer/dealer who was subsequently turned-over to PNP Sulu. The troops immediately burned an estimated four (4) truck load of marijuana plants at the plantation site while two (2) truck load (m35 and isuzu elf) of marijuana plant where brought at MBLT4 for proper disposition as evidence.
The second successful raid made by the same unit was on 26 June 2008 and uprooted marijuana plants in about 1.5 hectares farmland at Brgy. Binuang, Talipao, Sulu. The uprooted marijuana plants of about two (2) truck loads were estimated to be worth Two (2) Million Pesos. |

Humanitarian volunteer hostaged by the Abu Sayyaf Group in Basilan was released on November 14, 2008 at about 10:30pm to Vice Governor Al-Rasheed Sakalahul, Chair of the Crisis Committee.
She was brought the following day to Headquarters 1st Marine Brigade in Tabiawan, Isabela City at around 0900H. Later, BGEN. Rustico Guerrero, Commanding General of the 1st Brigade, led Ms. Mendoza and her group composed of Esperancita Hupida, Father Calvo and others to the Headquarters, Naval Forces Western Mindanao in Zamboanga City before 1200H. The party was met by the Philippine Marine Corps Commandant MGEN Ben Dolorfino.
Along with five other people, including her colleague Esperancita Hupida, Mendoza was abducted on Sept. 15 near Isabela City in Basilan by suspected members of the Abu Sayyaf.

Eighteen delegates from the United States Navy visited the Philippines to discuss with Philippine Navy counterparts the initial plans of the forthcoming CARAT Exercise scheduled on May 20 – 30 2009.
Representatives of both countries agreed to conduct the series of activities in the Naval Forces Central area of responsibility.
The American delegation was headed by CDR Mike Snoderly , the CTF 73 Senior of the US Combined Task Force while the Philippine delegates were headed by CAPT RONALD JOSEPH MERCADO PN(GSC), the Assistant Chief of Naval Staff for Education and Training. The Initial Planning Conference was held at Renaissance Hotel in Makati City on November 6 and 7 2008.
Exercise CARAT is a bilateral exercise between the navies of the United States and the Philippines which aims to exchange expertise in different fields including Naval Surface and Sub-Surface Operations, Mine Warfare Operations, Naval Gunfire Support, Naval Criminal Investigation Service, Small Boat Operations & Boat Training, Rules of Engagement Training, Visit Board Search and Seizure, Data Communications (Afloat-Ashore) Disaster Mitigation, 76mm Gun Maintenance, Community Relations/ Public Affairs Training, Explosive Ordnance Disposal procedures, Salvage Techniques Tactics and Procedures and Intelligence Surveillance & Reconnaissance.
Navies including the marines of both countries will engage in various exercises namely Surface/Air Operations, Marine Operations, Special Operations, Explosive and Ordnance Disposal, Salvage & Dive, Staff, Civic-Military Operations, Intelligence/Force Protection, Communications, Logistics Exercises.
The Civic-Military Operations covers community relations activities, Medical, Dental and Engineering Civic Action Program which will be undertaken by Navy Reservists in cooperation with local government units and Non-government organizations.
The last CARAT exercise was held at Palawan area from 15 May to 04 June 2008 and the different community relation activities were conducted at Puerto Princesa City. |
